Submission of Issues. 1. All issues for negotiations by Local #357 shall be submitted in writing at the first meeting and the Board shall submit in writing to Local #357 all of its issues for negotiations no later than the second meeting, unless agreed by both parties.
Submission of Issues. All issues for negotiations by the Association shall be submitted in writing at the first meeting and the Board shall submit in writing to the Association all of its issues for negotiations at the first meeting. No additional issues shall be submitted by either party following the designated meeting unless agreed by both parties.

Proposals shall in form and detail specify that to which agreement is sought in terms acceptable to the proponent without clarification or supplementation, which, if agreed to by the other party, shall express the whole agreement between the parties with respect thereto. Topical listing of items proposed for negotiation ("laundry lists") shall constitute a clear failure of compliance with this requirement and may be disregarded. The proposals shall be identified as new matter or revisions of existing proposals.

The submission of the Notice to Negotiate, which must be submitted no later than 120 calendar days prior to the expiration of this Contract, from the designated principal representative of the Association to the Superintendent or from the Superintendent to the designated principal representative of the Association, shall signify the commencing of negotiations.
