Transmission System. The facilities controlled or operated by the Transmission Provider or the Transmission Owner that are used to provide transmission service under the Tariff. Upgrades – The required additions and modifications to the Transmission Provider’s Transmission System at or beyond the Point of Interconnection. Upgrades may be Network Upgrades or Distribution Upgrades. Upgrades do not include Interconnection Facilities.
