BACKGROUND ATTACHMENT A SCOPE OF SERVICES The Orange County Board of Supervisors (Board) recognizes the need for Regional Community- Based Outreach Services for the 2020 Census in Orange County. Given this need, the Board is executing contracts with Community Based Organizations (CBOs) to provide various Regional Community-Based Outreach Services for the 2020 Census throughout the county. The Scope of Services that Contractor must provide under this Contract are set forth in this Attachment A. Contractor must provide targeted person-to-person outreach to Hard-to-Count (HTC) communities and populations within the HTC Zones specified in this Attachment A. A description of all HTC Zones applicable to this Contract is set forth in Attachment D. Attachment A ATTACHMENT A SCOPE OF WORK I. Overview Xxxx Xxxxx Airport (JWA) is owned and operated by the County of Orange; it is the only commercial airport in Orange County, California. JWA serves a population of approximately three million people in 34 cities and the unincorporated areas of Orange County. Ten commercial airlines and two commuter operators provide commercial passenger service at JWA with nonstop service to more than 30 destinations in the United States, Canada, and Mexico. In 2019 and prior to the pandemic, JWA served over 10.6 million passengers and had a total of 301,098 operations. Of those operations, 68% were generated by privately owned and operated general aviation aircraft. Two all-cargo carriers operate at JWA, and they transported approximately 15,793 tons in 2019. JWA has one of the most stringent aircraft access and noise monitoring programs in the United States, and, perhaps, the world. Commercial airlines and cargo operators are regulated by the Phase 2 Commercial Airline Access Plan & Regulation (Access Plan). The Access Plan places restrictions on operational capacity, hours of operations, and noise levels. General Aviation operations are permitted 24 hours daily subject to compliance with the daytime noise limits and the more restrictive nighttime noise limits, as documented in the General Aviation Noise Ordinance (XXXX). In order for the JWA Access & Noise Office (ANO) to enforce the operational and noise restrictions, they utilize a state-of-the-art Airport Noise Monitoring System (ANMS). The ANMS is a fully integrated system that collects and correlates noise, flight track, and complaint data. The ANMS consists of four primary components:

Attachment B‌ A. Introduction‌‌ Attachment A Scope of Work JWA is a medium origination/destination airport serving over 9 Million Annual Passengers (MAP). JWA is responsible for a variety of systems that support the Airport administration, various tenants, and the Airport’s Internet presence. The network supports a variety of mission critical systems that facilitate passenger processing and support. However, it is important to note that none of the systems or networks covered by this Scope of Work is involved with aircraft movement, air traffic control, or physical security. The purpose of this Contract is to identify and partner with a Tier-1 security outsourcing vendor to monitor JWA systems, identify security issues, work with JWA to resolve identified issues, and provide proactive resources for review of existing systems, training of staff, and preventive activities related to security.
