Application of Seniority. Seniority shall control in the filling of vacancies provided an employee has the qualifications to perform the duties and responsibilities of the position at the time of the closing of the bid. Promotions shall be filled as provided in Section 5 herein. For purposes of this Section, a promotion is defined as moving to a classification involving an increase in base pay.
