Commence operations means opening for business to the public and the actual commencement of operation of substantially all elements of the Project Improvements in accordance with the Operating Standard and the terms of this Lease and all other Project Documents and all Applicable Laws, except such minor elements that do not prevent Tenant from operating the Leased Premises and the Project Improvements as a whole in accordance with the Operating Standard.
