CROSS-BORDER WATERS. ARTICLE 6 1. Both sides shall cooperatively solve the issues of utilizing and protecting the cross-border waters based on the principles of equality and mutual benefit, and without causing anyloss to the other side. 2. In order to satisfy the need of production, livelihood and transportation, both sides have the right of utilizing the cross-border waters without affecting the existing use and the future needs. Both sides shall take measures to protect the ecological environment of the cross- border waters. ARTICLE 7 1. Both sides shall, as far as possible, prevent the boundary rivers from changing their courses. Neither side shall deliberately change or cause to change the course of any boundary river. 2. In order to prevent the boundary rivers from changing their courses, both sides may jointly adopt such measures as they deem necessary; either side may also, without affecting the interests of the other side, adopt similar measures separately in its own territory after notifying the other side, but if the other side suffers any loss therefrom, both sides shall solve it through friendly discussion. 3. In case a boundary river changes its course, necessary measures shall be taken by both sides, or after mutual Agreement, by either side, to restore the boundary river to its original course. 4. In case a boundary river cannot be restored to its original course owing to natural causes, this section of the boundary line shall remain unchanged in the absence of other Agreements of both sides. 5. In order to maintain the stability of the boundary rivers' situation, and satisfy the needs of people and property security and prevent floods, both sides may build river bank protection projects of boundary river, which cannot change the direction of rivers flows and section of flood discharge, or affect the river bank’s stability of the other side. Both sides may build, transform or demolish any building or facilities (including cross border facilities) in the cross- borderwaters in line with the boundary protocol mentioned in Article 3 of this Agreement, but they cannot affect flood discharge or cause disadvantages to river bed and river bank. In case of an emergency causing damage to the cross border infrastructural facilities or to the security of life and property, the competent authority of either side may implement temporary emergency protection projects after notifying the other side. 6.
