Formation of the Commission. The Commission shall consist of a Chief Representative of appropriate rank and a certain number of delegates appointed by both sides according to the stipulated procedure of their respective internal laws. Experts and technicians could be involved in the Commission when necessary. The first appointments should be made within 3 months after the Agreement comes into effect and noticed to each other through diplomatic channels. CHAPTER 2
