HANDLING OF BOUNDARY INCIDENTS. 1. Boundary representatives or the competent authorities of both sides shall carry out cooperation on the prevention and handling of the following boundary incidents: (a) Damaging, removing or destroying boundary markers or other boundary facilities; (b) Shooting towards the other side of the boundary; (c) Infringing upon the life and health of people of the other side of the boundary or across the boundary; (d) Infiltration and destruction by terrorists and separatists; (e) Robbing, stealing and sabotaging the property within the boundaries of the other side; (f) People, livestock and transportation (aircraft, vehicle) crossing the border illegally; (g) Crossing the border illegally to engage in production, mining, hunting or other activities; (h) Carrying people and transporting goods to cross the border illegally; (i) Cross-border crimes such as smuggling of drugs,gold, relics, arms and ammunition and human trafficking; (j) Cross-border spread of fire, flood and other natural disasters; (k) Cross-border spread of epidemic diseases and epidemic situation of people, vector, animals,birds and plants etc.; (l) Illegal transportation of nuclear, chemical,biological,radiological and other injurious materials; (m) Other boundary incidents. 2. If the boundary representatives could not reach consensus on the boundary incident settlement, then they shall solve it through diplomatic channels. The boundary representative of either side has the right to make a decision to hand over any important issue through diplomatic channels, and shall inform the boundary representative of the other side. ARTICLE 25 1. The boundary representatives and competent authorities of both sides shall jointly take necessary measures to prevent and stop illegal cross-border actions and illegal activities in the border areas. 2. The boundary representatives and competent authorities of both sides shall jointly investigate and negotiate to deal with the proposed indemnity demand claim due to the boundary incidents. ARTICLE 26 1. When persons crossing the border illegally are found by either side, the boundary representatives or competent authorities of both sides shall investigate and ascertain the identity of the persons crossing border illegally within their own territory, and inform the other sidetimely. 2.
