LIAISON SYSTEM OF THE BORDER AREAS. ARTICLE 22 Both sides shall promote economic ties, trade and tourismbetween the border areas, provide facilities for the exchange ofpeople and goods and encourage border cooperation of various forms.Both sides or the competent authorities of both sides may sign related agreements in this regard, and promote the implementation of the relevant agreement according to the laws of respective country. ARTICLE 23 1. Both sides shall take appropriate measures to establish contacts and develop cooperationofthe border areas of the two countries and set up the boundary representatives' hotline liaison system at an appropriate time. 2. Both sides shall promote official contacts and cooperation between public security, immigration, frontier defense, transportation, customs inspection and quarantine, water conservation, environmental protection and other departments. The lists of administrative divisions of the border areas shall be decided by both sides (see Appendix V). When the border areas of one side will bechanged due to the adjustments of administrative divisions, the other side shall beduly informed on time. ARTICLE 24 CHAPTER 7
