THE BOUNDARY REPRESENTATIVES AND THEIR AUTHORITIES, FUNCTIONS AND WORKING PROCEDURES. ARTICLE 30 1. Both sides shall appoint boundary representatives and deputy representatives respectively at corresponding sections of the boundary according to the laws of their own country and this Agreement, and inform each other of the appointments of the boundary representatives and their deputies. The sections under the jurisdiction of the boundary representatives and their meeting venues will be decided in accordance with Appendix VIII. 2. The boundary representatives of both sides shall carry out their work according to the laws of their own country and this Agreement as well as other bilateral treaties related to the boundary. 3. When the boundary representatives of both sides handle the boundary incidents through consultation, which are related to the functions and rights of relevant competent authorities of both sides, personnel of the said authorities shall be involvedinto the handling. 4. When the boundary representative is not available, a deputy representative shall be authorized to exercise his rights and perform his functions. 5. A boundary representative may appoint his assistant, secretary, interpreter, expert, liaison officer and other staff according to the established procedure. 6. The establishment of boundary representatives shall not affect the existing liaison ways of the related competent authorities. ARTICLE 31 1. When the boundary representatives, deputy representatives, assistant boundary representatives and other staff members carry out official business related to this Agreement within the boundaries of the other side, their personal safety and the official documents and property they carry shall be inviolable. The communication meansand documents they use and personal articles shall be exempted from inspection at entry/exit. If there is reasonable doubt that materials which are banned by the other side from entry/exit or should be inspected according to the laws and regulations of the other side, customs of the other side has the right to inspect. 2. Both sides shall provide the personnel mentioned in paragraph 1 of this Article who are carrying out official business related to this Agreement within the boundaries of its own side with necessary assistance, as well as working place and communication means. 3. During their stay within the boundaries of the other side, the personnel mentioned in paragraph 1 of this Article shall abide by the laws of the country where they stay.
