Working-ways of the Commission. 1. The Commission shall carry out its work by ways of holding plenary sessions or meetings of the Chief Representatives. Working results shall be made into a summary, done in duplicate in Nepali,Chineseand English languages, which shall come into effect when signed by the chief representatives of both sides. If the Chief Representative of one side is unable to attend the session or meeting, he/she shall authorize a commission member of its side to sign on his/her behalf. The Commission shall work out a written decision on the settlement of issues mentioned in Chapter 2 of this constitution. 2. The Commission may also carry out their work by letters or other ways decided by both sides through consultation. CHAPTER 4
