Activities Allowed on Territorial Waters. (1) The Parties shall have authority to carry out the following activities within the territorial waters: 2.i.(1)(a) Exploration and utilization of the natural resources, whether living or non-living, within the territorial waters; 2.i. (1)(c) Marine scientific research; (1) (d) Protection and the preservation of the marine environment;
