ADDITION OF NEW POLES. Except for any poles added under the conditions of Article VII, the Company will not add new poles to existing distribution facilities or build new distribution facilities for the sole purpose of accommodating an Attachment unless the Permittee agrees to reimburse the Company for the full cost of the new Company Facilities.
