Common use of AND EFFECT Clause in Contracts

AND EFFECT. This Memorandum of Understanding constitutes a mutual recommendation to be submitted to the County Board of Supervisors on July 16, 2019. It is agreed that this Memorandum of Understanding shall not be binding upon the parties either in whole or in part unless and until said Board of Supervisors acts formally to approve said Memorandum of Understanding.
