Any cash deposit for one state. shall be held by SBC-ILEC-EXCEPT SNET as a guarantee of payment of charges billed to CLEC, provided, however, SBC-ILEC- EXCEPT SNET may exercise its right to credit any cash deposit to CLEC's account upon the occurrence of any one of the following events:
