APPLICATION OF STANDARDS. 3.1 This Agreement shall supersede any rules, regulations, practices, or policies of the Board that are, or may in the future be, contrary to or inconsistent with its terms. 3.2 The provisions of this Agreement shall not be interpreted or applied in a manner which is arbitrary, capricious, or discriminatory. Rules that are designed to implement this Agreement shall be uniform in application and effect.
