Assignments; Transfer of rights; binding effect. Except for the transfer of final credits which may be transferred by written agreement filed with the Community Development Department, no rights or obligations hereunder may be assigned, delegated or otherwise transferred without the transferee entering into a new agreement with the City. Subject to the foregoing, this Agreement shall be binding upon and inure to the benefit of the heirs, executors, administrators and successors in interest to each party.
