ATTENDANCE AT ASSOCIATION CONFERENCES AND PROGRAMS. City agrees to allow time off for two (2) employees up to three (3) working days per year for attendance at Association conferences or programs. Association members may donate hours from their accumulated vacation or compensatory time into a special "bank" in order that union representatives may attend conferences at no loss of pay.
