Change in Rules or Policies. All Board functions and responsibilities not expressly modified or restricted by this Agreement are retained and vested exclusively in the Board. The Board retains the right to make or change rules or policy not in conflict with this Agreement or with Title 6, Subtitle 5 of the Education Act of the Annotated Code of Maryland.
