Core Requirements. The following is a list of mandatory functional requirements. Any tender should reflect understanding and demonstrate wherever appropriate how any proposed solutions will fulfil these requirements: Ref Requirement Type Requirement Outline Non-Functional Requirements R01 Functional Request Unique Property Reference Number The EA must request a UPRN directly from the NDR through the Accreditation Scheme or directly from the NDR before any Energy Documents and Model Data can be lodged. The UPRN can be obtained on a complete or partial address to identify the Property that the Energy Documents relate to. The facilities available for searching are dependent on the underlying data-set that is licensed. From a successful search the UPRN that uniquely identifies the Property of interest is returned or a request to add a “Missing” Address is raised. The UPRN is a unique identifier that identifies every usable property in England and Wales including sub-buildings and sublets within a building. The UPRN generated by the NDR should be unique and distinct from that used by the HCR Register operated by Landmark to avoid the risk of any duplication of UPRNs across the NDR and the HCR Register. The UPRN generated by the NDR is not in anyway related to that used by the Royal Mail or Ordnance Survey. A building subdivided in several parts will have separate UPRNs. This division will depend on several criteria, which as still being finalised, but are likely to include criteria such as the functional use of the space (e.g. if a building has both office and retail space, separate NDEPCs will be required for each space) and whether the energy supplied to the space is under the direct control of the occupier (e.g. if retail shops each had individually heating, ventilation and air-conditioning (HVAC) systems they would each require a separate EPC whereas if there was a common HVAC system they would require a single EPC). The energy assessor and accreditation scheme will know whether a separate part requires its own UPRN and energy certificate. A property in Wales has both an English and Welsh Address and when producing a certificate or report in those languages the EA should consistently use the correct address in the relevant language. Core Requirements. Medical Care for Industrially Injured or Ill City Employees 1. Proposer shall act as part of the City’s Medical Provider Network and provide medical treatment to City employees who sustain work related injuries or illnesses, in compliance with California Labor Code, Title 8, California Code of Regulations, and all other applicable laws, rules, and regulations. Labor Code and Code of Regulations requirements include, but are not limited to, Regulation 9785 (reporting duties of the Primary Treating Physician), Labor Code Section 4610 and Article 5.5.1 of the Code of Regulations (Medical Treatment Utilization Review), Labor Code Section 5307.1 and Articles 5.3 and 5.5 (various fee schedules for payment of medical care), and Labor Code Sections 4616 through 4616.5 and Regulations 9767.1 through 9767.16 (Medical Provider Networks). Proposer shall agree to abide by all modifications that may occur to all applicable laws, rules, and regulations during the contract period. 2. The City reserves the right to award multiple contracts as best suits the needs of the City. 3. Proposer, and all subcontractors, shall provide medical treatment during standard business days Monday through Friday, from 8am to 5pm. If medical treatment is needed after 5pm, on weekends, or on official City Holidays, Proposer shall make arrangements for the provision of medical treatment equal or superior to Proposer’s. Proposer shall explain the methodology of providing the treatment in their proposal. Proposer shall provide City employees full service at Proposer’s occupational medicine clinics on a walk-in, no appointment required basis. For previously scheduled appointments, in the case where a wait of 30 minutes or longer to see a physician for a medical appointment is anticipated, Proposer shall promptly offer City employees the opportunity to reschedule their appointment time. 4. Proposer shall provide a toll-free phone number and Medical Access Assistants for City employee use, as defined in California Regulation 9767.5 g, h (1) and (2). Medical Access Assistants shall be available to take calls Monday through Saturday from 7 am to 8 pm and shall assist injured workers with securing treatment needs. All calls will be logged with date, time, and subject. Proposer shall provide the log to the City upon request. 5. Physician Assistants (PA). Core Requirements. The Supplier shall offer either one or a combination of the following core services on a national scale or across multiple and single locations: The SASE Frameworks on this DMP will be listed as per the ‘LIVE’ SASE frameworks on the ESFA website: The Supplier shall deliver the SASE frameworks to support the relevant requirements, including the knowledge, competence skills and qualifications as detailed in each of the SASE framework documents. The provider will ensure that all qualifications and certification that is relevant for the SASE framework is met. The Apprenticeship Standards on this DMP Agreement will be listed as per the ‘APPROVED’ standards on the Institute of Apprenticeships website: The Supplier shall deliver the Apprenticeship Standards to support the relevant requirements, including the knowledge, skills and behaviours as detailed in each of the Apprenticeship Standard documents. The Supplier will ensure that all qualifications and certification that is relevant for the standard is met. Suppliers can be a Training Provider for SASE frameworks, Apprenticeships Standards and or EPAs on this DMP Agreement. However unless the assessment plans states otherwise employers cannot select their apprentices’ training organisation to be the end-point assessment organisation. The Supplier, in agreement with the Customer, shall select an organisation to deliver the EPA from the RoEPAO. The Customer will have the final sign off the EPAO. The EPA will be carried out in accordance with the assessment plan for the relevant standard outlined on the Institute for Apprenticeships website. The Supplier will include all EPA costs within their charging models. In addition this DMP enables the Customer to procure an EPA independently from the apprenticeship provider. As detailed in Attachment 1b RM6102 Apprenticeship Training Dynamic Marketplace –End-point Assessment (EPA) Services Matrix. It is expected that the list of apprenticeship standards, for which EPAs are required, independently from the apprenticeship training provider, will grow throughout the duration of the RM6102 DMP Agreement.
