Department Vacancies. When there is a vacant position in a department with multiple positions in the same classification, and there is a worker who is serving in the same classification at the same work location and department, and with the same work responsibilities, will, upon request, be assigned to the vacant position. The assignment may be denied if the worker is experiencing previously documented performance difficulties or lacks a skill necessary to the performance of the primary tasks required by the vacant position. If the assignment is denied, the worker may request a written explanation of the reasons for denying the assignment.
