Departmental Joint Labor-Management Committee. Upon request, the parties agree to establish a quarterly departmental joint labor- management committee to explore specific issues related to on-call/call back, Medical Officer of the Day (MOD) and physician shortages. The committee shall be established according to the following guidelines: 1. The committee will consist of equal numbers of management representatives selected by the Department and Union representatives selected by the Union. 2. Committee recommendations, if any, will be advisory in nature. 3. Labor/Management Committee meetings shall not be considered contract negotiations and departments are not delegated authority to reach an agreement effecting this contract. 4. Labor/Management Committee meetings shall not be considered a substitute for the grievance procedure. 5. Employees who participate on this committee will suffer no loss in compensation for attending meetings.
