Description of the Program. What Is the Program? The Program was created by the State of Illinois and is part of the Pool which is designed to qualify as a qualified tuition program under Section 529 of the Code. The primary purpose of the Program is to offer a convenient and tax- advantaged way to save for the cost of college and Federal Qualified Higher Education Expenses. Federal and Illinois income taxes on investment earnings in an Account are deferred until there is a distribution from the Account. In addition, a distribution is free from federal income tax if it is used to pay the Federal Qualified Higher Education Expenses of the Beneficiary. It is also free from Illinois income tax unless the distribution is an Illinois Nonqualified Withdrawal, in which case the amount of any deduction previously taken for Illinois income tax purposes (or a portion of such amount) is added back to Illinois taxable income. The Pool consists of the Program and the Bright Start Direct-Sold College Savings Program. This Program Disclosure Statement only pertains to Accounts in the Bright Directions Advisor- Guided 529 College Savings Program. Before investing in the Program, you should consult with your financial professional about whether an investment in the Program is appropriate in light of your overall financial goals and whether an investment is an appropriate vehicle for you to use to save for Federal Qualified Higher Education Expenses. Description of the Program. The Program enables processors, acquirers and Merchants to process Transactions in multiple currencies, in order to enable Merchants to offer and sell goods and services to Cardholders in the currency which they select, thereby improving the customer experience and helping Merchants sell more. The Program comprises Dynamic Currency Conversion also known as Pay in Your Currency. Using Dynamic Currency Conversion, the Merchant prices its goods and services in its local currency (e.g. AED) and after a Cardholder has made the decision to purchase and presents his Card for payment, the systems in use under the Program determine if the Card is eligible for DCC. The Cardholder is then presented with the option at the Point of Sale, to complete the Transaction in the Currency, in which the Card is denominated (e.g. Euro) and is shown the conversion rate and Transaction amount in both currencies (e.g. AED and Euro) in order to assist him in making a decision. If the Cardholder “opts in” and decides to complete the Transaction in the currency of the Card, the Transaction is authorized and submitted to the Card Associations for clearing and settlement in the currency of the Card (e.g. Euro). However, upon settlement by the Card Association to the Acquirer, the Transaction is converted back into the Acquirer’s settlement currency (e.g. USD), so that the Acquirer can pay the Merchant what it expected to get paid, i.e. the original price of its goods and services, in its local currency (less of course the Acquirer’s and Card Associations’ usual processing fees). The Cardholder is billed the exact amount, in his local currency, as shown on the receipt that he signed (or accepted electronically) at the Merchant.

Description of the Program. The Regional Centers for Results-Based Management (RBM) and Monitoring and Evaluation (M&E) Capacity Program (henceforth referred to as “the Program”) is a collaborative effort among donors and partner countries to strengthen the M&E capacity of partner countries for RBM. This goal will be achieved by supporting a demand-driven, relevant, and cost-effective supply of regional RBM and M&E capacity building services to government and others to enable them to conduct their M&E functions. The Program is expected to create a situation in which governments and civil society can access capacity development services through regional institutions located in partner countries, rather than relying on developed country institutions. Thus, a major benefit of this Program is expected to be building the capacity to build RBM and M&E capacity in partner countries. The specific objectives of the Program are to: Select and support regional academic/training centers in sub-Saharan Africa, East Asia & Pacific, Latin America, and South Asia to provide demand-driven capacity building services in RBM and M&E on a regional basis (the “Centers”). Key principles underlying the selection of the Centers will be: - Demonstration of demand for services from public sector agencies and civil society - Articulation of a demand-based program of activities, with a business plan Provide a multi-regional forum for exchange of ideas, knowledge, and information on RBM and M&E systems and methods to enable practitioners (government and professionals) to learn from each other. Program Activities The Program will engage in three major sets of activities: Select and support (through cash funding and technical assistance) regional academic/training institutions to establish Centers for RBM and M&E capacity building services. The Asia-pacific Finance and Development Center (AFDC) in China, which already has an existing program with the Independent Evaluation Group (IEG) of the World Bank, will be folded into the Program. The funding and technical assistance provided to the selected Centers will enable the Centers to strengthen their relationship with government agencies and civil society and provide a broad array of demand-based, relevant, and cost-effective regional capacity building services, which may include: Training Based on an assessment of demand for training from specific agencies in specific countries: Develop and deliver customized short- and long-term courses/seminars on RBM and M&E for s...
