Design Services; Design Reviews. It is contemplated that the Design-Builder will have met with representatives of the Department as well as other stakeholders to better develop the Department’s requirements for the Project following contract award. During the Design & Preconstruction Phase, the Design-Builder will be required to develop design documents for the Project and to progress those design documents as contemplated in this Section. The Design-Builder shall ensure that these documents are progressed in a manner consistent with the Department’s budget and timeline for the Project, i.e., designed to budget as well as the programmatic requirements set forth and attached hereto as Exhibit A and the Department’s other requirements for the Project. The Project must be designed so as to achieve the requirements of the International Green Construction Code and the stormwater management regulations adopted by the Department of Energy & Environment in 2013, which amended Title 21, Chapter 5 of the District of Columbia Municipal Regulations. The Project shall be designed in such a way so as to achieve, at a minimum, LEED BD+C SCHOOLS – GOLD CERTIFICATION. 3.3.1. The Design-Builder shall meet with the representatives of the Department and Client Agency throughout the Design & Preconstruction Phase as the design progresses in order that these and other stakeholders can have input in and approve the design direction at appropriate times. The Design-Builder shall ensure that the design is developed in a manner consistent with the Department’s budget for the Project, i.e., designed-to-budget, as well as the programmatic requirements set forth and attached hereto as Exhibit A and the Department’s other requirements for the Project. All design documents shall be prepared by the Design-Builder’s duly licensed architects and engineers. The GMP Basis Documents, as set forth in Exhibit O and all interim design submissions shall be subject to review and approval by the Department, and the Design- Builder shall be required to revise these documents to address concerns raised by the Department and/or other project stakeholders and such revisions shall not entitle the Design-Builder to an increase in the Design Fee.
