Determination of Procedure. At the Panel meeting at which the Panel receives and accepts the referral of a Change Proposal, it shall determine whether that proposal is to be subject to the Definition Procedure.. Where the Panel determines that a Change Proposal is to be subject to the Definition Procedure, that procedure shall first be completed before the proposal is submitted to the Secretariat for the purposes of the Report Phase. In every other case, the proposal shall be submitted directly to the Secretariat for the purposes of the Report Phase. The Panel shall not determine that a Change Proposal is to be subject to the Definition Procedure if in its opinion the proposal is:
