The center will close in the fourth quarter of 2001. The Company proposes to establish two additional "Satellite Facilities" in the Materials Department due to the closure and to accommodate the shifting workload. The new satellite locations will be Lakeville and Ukiah. The Company will have to displace the Rohnert Park Materials Department employees as a result of the closure. On July 19, 2001, the employees were given their 206.1(a) notification, which allows employees to exercise their preferential bid rights to fill vacancies in their line of progression prior to displacement. Displacement will occur in October 2001 with employees reporting to their new headquarters by November 1, 2001. There are currently more Materials vacancies available in the department than employees being displaced. Attached is the timeline. The Company further proposes to allow the use of Hiring Hall employees at the Rohnert Park Materials Distribution Center for the purpose of filling behind regular employees who bid or transfer out prior to the closing of the Center. The Hiring Hall employees will be released from employment not later than November 1, 2001. Further, the Company will fill vacant positions under Title 205 prior to the implementation of Title 206. There are two Hiring Hall employees in Emeryville temporarily filling vacancies that Company is attempting to fill pursuant to Title 205. If not filled through Title 205, then these Hiring Hall positions will be available vacancies for the Title 206 process. Company also proposes to continue these Hiring Hall employees until the vacancies have been filled and the successful candidate reports to Emeryville. During the Title 206 process to close Rohnert Park, no other use of Hiring Hall employees in the Materials Department is allowed unless further agreement is reached between the parties. Finally, Company proposes that the work contracted with ARC and Quest be continued and not be affected by the closure of Rohnert Park and the resulting displacements. Company proposes extending the critical status at these four headquarters to June 30, 2002. Furthermore, the Company also proposes to initiate critical status at the Newark Electric Control Center headquarter from January 1, 2002 through June 30, 2002, due to continued staffing issues. The Operators at De Anza, Edenvale, Golden Gate and Xxxxxxx whose critical status expires on December 31, 2001, will have from November 19, 2001 through December 1, 2001 to renew their critical status. During that time period, the 8% critical premium will continue. Operators who do not extend their critical status beyond December 31,2001 will no longer receive the 8% premium and will have bidding rights restored. The operators currently headquartered at Newark Control Center will be given the opportunity to sign up for critical status during the period of November 19, 2001 through December 1, 2001. Those operators electing to sign up for critical status will receive the 8% critical premium commencing January 1, 2002 and will have their bidding rights restricted through June 30, 2002. Newark Control Center Operators who do not elect to sign for critical status will not receive the 8% critical premium, and will continue to have unrestricted bidding rights. That committee has concluded its review of the full training program and provided a recommendation to the Joint Apprenticeship and Training Committee that the two programs be revised and combined into one Substation Apprentice Electrician Training Program. All academic requirements of Title 200 and 300 employees are the same and all provisions of the applicable Master Apprenticeship Agreement will apply. In addition, Letter Agreement R1-99-57, which provides for making temporary training assignments of Title 200 Apprentices to Title 300 job locations, Title 300 Apprentices to Title 200 headquarters or Title 200 Apprentices to another Title 200 headquarters will remain in effect. Attached is a copy of the revised training guidelines for Title 200 and 300 Apprentice Electricians. In addition, the JATC recommends that this Sub committee remain in tact, with JATC oversight, providing the ability to reconvene on future Electrician training matters.
