Early Childhood Employee. An employee who does not hold a teaching qualification recognised by the Teaching Council or who is not certificated.

A teacher in the Home Based Service who holds an early childhood teaching qualification recognised by the Education Council or who is not certificatedand has responsibility for supporting the network provision of early childhood education and care by Home Based Educators. Non-contact time spent undertaking curriculum, assessment, and planning responsibilities.
