Eligible Project. Costs means costs, as determined by County, for construction of trail improvements, Project-related drainage facilities, utility and pipeline conflicts, approved traffic control devices and other items listed above in Project description, design, construction support, materials testing, and construction inspection. Eligible Project Costs shall exclude, unless otherwise stipulated herein, reconstruction of utilities, except utility conflicts created by the construction of Project elements.
