Common use of Evaluation and Qualification Criteria Clause in Contracts

Evaluation and Qualification Criteria. This Section specifies the criteria to determine the Lowest Evaluated Tender that would be considered for contract award; that is the tenderer that meets the qualification criteria and whose tender has been determined to be: a) Substantially responsive to the bidding document, and b) The lowest evaluated cost. No other criterion shall be added by the Procuring Entity. Some parts of this section may be omitted by the Procuring Entity (and not by a Tenderer) to suit the subject procurement. For example, in some cases evaluation may not include Margin of Preference, so any reference to considerations for Margin of Preference will be omitted. The Procuring Entity will complete the parts of the Criterion only as guided and allowed in this section. For example, if the criterion provides “Post qualification and Contract xxxx” and lists an item that says “Other conditions…….” the Entity shall only include the conditions that are allowed in the Standard Tender Document.
