Grading Roads. The Developer shall grade all roads to the design subgrade elevation before starting to install any underground utilities. If the Developer changes the subgrade elevation after completion construction of any underground utilities, the Developer agrees to raise or lower these utilities as is required by the new subgrade elevation at no cost to the District.
