Grievability or Arbitrability. In a dispute regarding the grievability or arbitrability of a grievance, that issue shall be heard first by the arbitrator. Unless the arbitrator determines that the grievance is grievable or arbitrable, the arbitrator shall not hear the substantive issues of the grievance.
