Initial Parties. A county, SWCD, watershed district, or watershed management organization may be an Initial Party by qualifying under section 2(a), by adopting the Plan and by its governing board agreeing to become a Party and be bound by the terms of this Agreement within 60 days of State approval of the Plan. Such local unit of government shall also give notice of plan adoption in accordance with provisions of Minnesota Statutes, chapters 103B and 103D. Any qualifying county, SWCD, watershed district, or water management organization that desires to become a Party after expiration of the 60-day period for joining as an Initial Party, will be eligible to become a Party as an additional party pursuant to Section 2.c., below.
Initial Parties. The Initial Parties are AT&T, BT, C&W, JT, KDD, XXXXX 0, XXXXX, XXX, XXXXX, XXXX, SPRINT and WORLDCOM.

Until the Effective Date, all Initial Participants may become a Party by executing this Agreement and delivering an executed copy of this Agreement and a copy of the adopted ordinance required by Public Utilities Code Section 366.2(c)(12) to the Authority. The Anticipated Parties which duly approve and sign this Agreement before or within 120 days after the Effective Date of this Agreement, and which satisfy the requirements of Section 2.2 of this Agreement, shall automatically become Initial Parties. The functional classifications of the Initial Parties shall be as set out in Section 2.1 of this Agreement, and the allocated capacity of the Initial Parties shall be as set out in Exhibit E. The Initial Parties to this Agreement and the functional classifications of each such Party, the Designated Territory of each such Party with respect to each of its functional classifications, the amount of Allocated Treatment Capacity which each such Party is entitled to use and/or transfer and for which such Party is obligated to pay, the amount of Allocated Conveyance Capacity which each such Party is entitled to use and/or transfer and for which such Party is obligated to pay, the notice addressee(s) of each such Party, and any other requirement or information relating to each such Party which the Wastewater Commission determines, from time to time, will facilitate the smooth and efficient administration of this Agreement for the mutual benefit of the Parties, are as set forth on the attached Xxxxxxxx X, X0, X0, etc. (one per Initial Party) and Exhibit F, which are incorporated by reference.

The Initial Parties to this MOU shall consist of the following: Connecticut State Board of Education (“CSBE”), Hawaii Department of Education (“HIDOE”), Idaho State Department of Education (“SDE”), Montana Office of Public Instruction (“OPI”), Oregon Department of Education (“ODE”), Rhode Island Department of Education (“RIDE”), Utah State Board of Education (“USBE”), Vermont Agency of Education (“VTAOE”), West Virginia Department of Education (“WVDE”), Wyoming Department of Education (“WDE”), and Cambium Assessment, Inc (“CAI”). CSBE, HIDOE, SDE, OPI, ODE, RIDE, USBE, VTAOE, WVDE, WDE and CAI may be referred to individually as an “Initial Party” and collectively as the “Initial Parties”. The designated representative and contact information for each Initial Party are set forth in Schedule C to this MOU.
