Lateral transfers within the bargaining unit. In selection of employees to fill vacant positions within the bargaining unit (lateral, non-promotional transfers for bargaining unit members), if the needs of the institution are met and experience, qualifications, and capabilities are equal, then seniority shall be the determining factor. Part-time and temporary employees shall be considered for hire to a permanent position provided the employee meets the requirements of the job as established by the job description. Such employees shall not require any special notice but shall use the procedure as provided for all permanent employees.
