Matching agreement game. We introduce the matching rules proposed by Xxxxxxx (1978) in the framework of the previous section, and investigate their effectiveness. The game is divided into two stages. In the first stage, after the matching rules are announced, the countries determine the matching rates simultaneously. In the second stage, they decide the flat abatement simultaneously given the matching rate values. The decisions are made noncooperatively. In a matching agreement, each country is imposed an additional abatement that depends on its matching rate and the other countries’ flat abatements. After each country has enacted its abatement, each country’s final payoff is determined. Suppose that country has a matching rate (≥ 0), and a flat abatement (≥ 0).
