Notice to VSEA. The notice of publication of an RFP, that may result in the layoff of State employee(s), shall serve as notice to VSEA of intent to contract out and shall give VSEA the opportunity to discuss alternatives. Such notice must be sent at least thirty-five (35) days before the effective date of any Reduction in Force (RIF) and at least five (5) days before any employee is officially notified of layoff. The period for discussing alternatives may begin at VSEA's request following receipt of notice of publication, and shall overlap the period for discussing alternatives under the RIF Article and shall terminate at the same time as the end of the discussion period under the RIF Article.
