Notification and Public Notice. 17.1.1 If CSEA desires to alter or amend this Agreement, it shall, no later than April 1, provide written notice and a full and complete proposal to the District of said desire and the nature of the amendments and cause the public notice provisions of law to be fulfilled. 17.1.2 No earlier than February 1 of each fiscal year during the term of this Agreement, the parties shall present their initial proposals for the subsequent year’s salary, fringe benefits, and up to three (3) non-economic articles chosen by each party for negotiations. The parties shall also negotiate any other subject(s) mutually agreed upon. Any agreement reached between the parties shall, upon ratification by both parties, be a modification to this Agreement.
