Objective No. 2: Contractor shall provide technical assistance, training, research, and materials to expand person-centered and self-directed practices in the state Medicaid system.
Objective No. 3: Contractor shall provide a quantitative and qualitative study of the Money Follows the Person Demonstration Managed Care Organization (MFPD MCO) Transition Specialist Pilot and other related MFPD activities to determine whether participant gains are achieved in the intervention period and whether these gains are sustained. Quantitative (including functional outcomes) and qualitative data (e.g., interviews with participants and transition specialists) will be assessed to guide policy recommendations and programmatic improvements as the interventions are brought to scale.
Objective No. 4: Contractor shall support the development of quality measures to monitor the success of rebalancing Medicaid Long-Term Services and Supports to increase the use of community-based care and decrease inappropriate placement of persons with mental illness in institutional settings.
Objective No. 5: Contractor shall evaluate the implementation of CAT and related practices in Texas, by determining the most appropriate qualitative and quantitative means to determine factors that support successful implementation, barriers to implementation, and recommendations to increase implementation of CAT in the Texas HHS system.
