Passenger Fares. 8.1.1 The New Agreement seeks to achieve the right balance between the requirements of the Department to provide a ferry service which meets the social and economic needs of the Isle of Man and the needs of IOMSPCo to secure the shareholder’s financial objectives including a return on investment that provides for its funding costs and enables the financing of new vessels. 8.1.2 The public consultation identified a widespread perception amongst stakeholders that passenger fares are high, despite a number of investigative reports which suggest prices for passengers/car transport appear to be very competitive with other ferry operators on routes of a similar distance. These reports include the 2008 Report of the Tynwald Select Committee on the Isle of Man Steam Packet Company (PP120/08), and the analysis recently undertaken by THSAL using data provided by IOMSPCo (attached as Appendix 8). In practice, an element of competition is provided by the option of choosing air travel, possibly with car hire, to make the equivalent journey. 8.1.3 When choosing the mode of transport to use to travel off-Island, travellers have quoted cost as the predominant constraint, followed by practicality, nature of the destination, and travel time. Given the results of the public consultation regarding the cost of fares, consideration was given to requiring lower fares or a restriction on their increase in the New Agreement. 8.1.4 The Department for Enterprise (DfE) reviewed a number of options for potential passenger fare reductions. These included a reduction of 10% on all passenger fares, and a reduction of 10% on visitor fares only. It was identified that a 10% reduction on all passenger fares would have a potential revenue cost to IOMSPCo of £2.7m, whilst a 10% reduction on visitor fares only would have limited potential for positive impact, with circa 7,000 additional visitors required to break-even. 8.1.5 The ability to progress potential new tourism opportunities identified by DfE is included in clause 3.10.7, which enables the Department to ask IOMSPCo to provide additional special offer fares targeted at particular market segments, so long as the costs of the special offer are met by the Department, subject to the usual governance processes. 8.1.6 The report regarding the options for fare reductions produced by DfE is contained within Appendix 7. 8.1.7 Clause 3.10.6 provides changes to the amount and level of “special offer fares” offered to passengers (excluding freight...
