Political Authority. Any order of a government or sovereign power (de jure or de facto), a national, bilateral, or multilateral public health organization, or a public, municipal or local authority which results in (a) any seizure, confiscation, nationalization, commandeering, requisition, expropriation, destruction, loss of use or possession, of or damage to property; or (b) any inability to obtain or maintain or any revocation, cancellation, invalidation or withdrawal of any visa, permit, permission or license; or
