PRE-AWARD INCURRENCE OF COSTS. The Recipient shall be entitled to costs incurred on or after the incident period start date. In accordance with 2 CFR 200.458, such costs are allowable only to the extent that they would have been allowable if incurred after the date of the Federal award and only with the written approval of the Federal Awarding agency. Pre-award costs are authorized for necessary expenses related to the consequences of hurricanes Xxxxxxxx and Xxxxxxx and typhoon Yutu, as stipulated in Public Law 116-20, including costs necessary to complete compliance activities required by section 306108 of title 00, Xxxxxx Xxxxxx Code (formerly section 106 of the National Historic Preservation Act); costs needed to administer the program provided that grants shall only be available for areas that have received a major disaster declaration pursuant to the Xxxxxx X. Xxxxxxxx Disaster Relief and Emergency Assistance Act (42 U.S.C. § 5121 et seq.); and costs for the preservation, stabilization, rehabilitation, and repair of historic properties that are listed in or considered eligible for listing in the National Register of Historic Places damaged by the above- named storms within such as areas.
