Public School Functions. The powers, duties, rights, obligations, functions, and responsibilities transferred to the Authority under this Contract are intended to encourage the means of education and be governmental and public school functions within the system of free public elementary and secondary schools maintained and supported by the State Legislature. A school operated by the Authority is a public school under, and shall comply with, Section 2 of Article VIII of the State Constitution of 1963.
