Realism in Request for Proposals Sample Clauses

Realism in Request for Proposals. A Quotation is presumed to represent the best effort to respond to the RFQ. Any inconsistency, whether real or apparent, between promised performance, and price, should be explained in the Quotation. For example, if the intended use of a new and innovative technology is the basis for an abnormally low estimate, the nature of this technology and its impact on cost or price should be explained; or, if a corporate policy decision has been made to absorb a portion of the estimated costs, that should be stated in the Quotation. Any significant inconsistency, if unexplained, raises a fundamental issue of the Offeror’s understanding of the nature and scope of the work required and the financial ability to perform, and may be grounds for rejection of the Quotation. The Government may consider any publicly available materials. The burden of proof as to price realism rests with the Offeror.
