The purpose of approving the outside user agreement is to allow the County to contract with agencies from outside the County boundary to provide mosquito surveillance and if needed abatement services. The County would be responsible for any CEQA compliance required for those services, because the sites from those services will be identified by the County in the future. It is speculative to try and determine environmental impacts associated with this agreement. Vector control services includes contracts for technicians and biologist to inspect mosquito breeding sources, set traps for adult mosquitoes and monitor sentinel chicken flocks to keep infestations and disease from becoming larger problems. They will regularly test for vectored diseases and educate the public on how to reduce the probability of contracting such diseases. These services are currently provided by the County of San Xxxx Obispo Public Health Department on a limited basis. Under the Outside User Agreement greater services will be provided to detect and control various diseases such as Xxxx and West Nile viruses.
