RECLASSIFICATION AND PROGRESSION. Section 30.1 Reclassification shall be differentiated from promotions. Reclassification shall be defined as a change in classification and/or pay grade resulting from the processes defined below. Reclassification may be approved by the Mayor only after a thorough evaluation of the position by the Human Resources Director or his/her designee in accordance with Section 222 of Personnel Policies and Procedures. The following criteria must be met to reclassify a position: A. The present classification and/or pay grade does not adequately reflect the responsibilities of the position in relation to other City positions. B. There is another classification and/or pay grade which is more reflective of the position as evaluated from the standpoint of duties responsibilities and requirements. C. Those job elements which would justify a different classification and/or pay grade have come about gradually rather than through an abrupt reassignment or organizational change. D. Prior to the development and implementation of any new classification or classification revision which would affect employees covered under this Agreement, the City shall notify and consult with the Union as concerns the affected classification criteria.
