Restrictions on Contracting Out. (a) Community involvement in schools is encouraged as long as it does not result in the displacement of employees within the bargaining unit. (b) The Board agrees that all work or services normally performed by the employees shall not be contracted, sub-contracted, leased, assigned, or conveyed, in whole or in part, if it would cause or prolong the layoff or loss of regular time or wages for any employee.
