Right to Join or Assist Union. (1) Each employee shall have the right to join or assist the Union freely without fear of penalty of reprisal, and each employee shall be protected in the exercise of such rights. Except as otherwise provided in law and this Agreement, such rights include the following: (a) The right to act for the Union in the capacity of a representative; (b) The right, in that capacity, to present the views of the Union to heads of agencies and other officials of the executive branch of the Government, the Congress, or other appropriate authorities; and (c) The right to engage in collective bargaining with respect to the conditions of employment through representatives of the Union.
