Scope and Objectives. 1. This Chapter shall apply, in accordance with the Parties’ respective international obligations and domestic customs law, to customs procedures applied to goods traded between the Parties and to the movement of means of transport between the Parties. 2. The objectives of this Chapter are to: (a) simplify and harmonise customs procedures of the Parties; (b) ensure predictability, consistency and transparency in the application of customs laws and administrative procedures of the Parties; (c) ensure the efficient and expeditious clearance of goods and means of transport; (d) facilitate trade between the Parties; and (e) promote cooperation between the customs administrations, within the scope of this Chapter.

Scope and Objectives. 1. This Chapter shall apply to customs procedures required for the clearance of goods traded between the Parties. 2. This Chapter shall be implemented by the Parties in accordance with the laws and regulations of each Party and within the available resources of their respective customs authorities. 3. The objectives of this Chapter are to establish a framework to ensure transparency, proper application of customs laws and prompt clearance of goods and to promote cooperation in the field of customs procedures, with a view to facilitating trade in goods between the Parties.
Scope and Objectives. 1. This Partnership Agreement (hereinafter referred to as the “Agreement”) defines the rights and obligations of the Parties and sets forth the terms and conditions of their cooperation in the implementation of the Project. 2. The Parties acknowledge the importance of customs cooperation and trade facilitation matters in the evolving global trading environment and agree: (a) to reinforce cooperation and ensure that the relevant legislation and procedures, as well as the administrative capacity of the relevant administrations, fulfil the objective of promoting trade facilitation; (b) that the EAC Partner State(s) need transitional periods and capacity building to smoothly implement the provisions of this Title. 2. The objectives of this Title are to: (a) facilitate trade between the Parties; (b) promote harmonisation of customs legislation and procedures at regional level; (c) provide support to the EAC Partner State(s) to strengthen trade facilitation; (d) provide support to the customs administrations of the EAC Partner State(s) to implement this Agreement and other international customs best practices; and (e) enhance cooperation between the Parties' customs authorities and other related border agencies.
Scope and Objectives. 1. The provisions of this Part shall apply to all goods originating in the EU and EAC Partner State(s). 2. The objectives in the area of trade in goods are to: (a) provide full duty-free and quota-free market access conditions for goods originating in the EAC Partner State(s) into the market of the EU on a secure, long-term and predictable basis in accordance with the modalities established in this Agreement; (b) liberalise progressively and gradually the EAC Partner State(s) market(s) for goods originating in the EU in accordance with the modalities established in this Agreement; and (c) preserve and improve market access conditions to ensure that the EAC Partner State(s) benefit fully from this Agreement.

The Parties recognise the importance of cooperation in the development and management of infrastructure, as a means to overcome the supply-side constraints and strengthen regional integration. 2. The Community support and cooperation for infrastructural development shall take account of priority development areas as articulated in the respective ESA States’ national and regional development programmes. 3. The scope of Cooperation in infrastructure will cover the development of physical infrastructure namely, transport, energy and information technology and communication.

The Parties reaffirm the importance of ongoing economic co-operation initiatives between ASEAN, Australia and New Zealand, and agree to complement their existing economic partnership in areas where the Parties have mutual interests, taking into account the different levels of development of the Parties.

The Parties recognise the importance of cooperation to develop the ESA region’s private sector as the main engine of wealth creation in view to set up an appropriate enabling environment which is conducive to investment and growth. The Community support and cooperation shall take account of the economic structure of the ESA States and their priorities in strengthening productive capacities and value addition, and the application of Production, Marketing, Distribution, and Transportation (PMDT) functions to improve supply capacities and competitiveness. 2. The scope of cooperation of private sector development will cover, inter-alia, investment, industrial development and competitiveness enhancement, micro-enterprises, small and medium sized enterprises development, mining and minerals and tourism development as well as other productive sectors which are directly and indirectly covered by this Agreement.

Cooperation in this area shall take account of differentiated and trans-boundary needs of ESA States. 2. The scope of cooperation in natural resources and environment will cover natural assets, including water resources, and environment, including biodiversity, as well as enhancing the linkages between trade and environment. It will also cover support for the implementation of international environmental agreements, conventions and treaties.
