Seniority in Hiring. When filling a vacant or newly-created position in the bargaining unit through a competitive recruitment process seniority shall be the determining factor where qualifications of applicants are substantially equal. Hiring recommendations for bargaining unit vacancies shall be reviewed by the human resources office prior to any job offer to insure compliance with the seniority provisions of this agreement.
