Solicitation of Bids. (a) Without assuming responsibilities of the Architect-Engineer, Contractor shall prepare invitations for bids, or requests for proposal when applicable, for all procurements of long lead items, materials and services, for subcontractor contracts and for site utilities. Such invitations for bids shall be prepared in accordance with the following guidelines: 1. Individual purchases of materials or rentals or leases of equipment amounting to less than $1,000.00 each may be made without bids or quotes when reasonably necessary to expedite work on the project, however, Contractor shall not divide or separate a procurement in order to avoid the requirements set forth herein. 2. Contracts over $1,000 but not exceeding $5,000 may be entered into by Contractor with the firm which submits the lowest verbal quotation. Contractor shall obtain a minimum of two (2) verbal quotations. These quotations shall be entered on a bid tabulation sheet and a copy of such tabulation sent to the Owner, Architect-Engineer and to each firm. The successful quotation shall be confirmed by written contract or purchase order to the low bid firm defining the scope and quality of work to be provided. 3. Contracts exceeding $5,000 but not exceeding $200,000 may be entered into by Contractor with the firm who is qualified and submits the lowest responsive proposal. Contractor shall request at least three (3) firms to submit sealed written proposals based on written drawings and/or specification. The written proposals shall all be opened publicly at the location, date and time named by Contractor in the request for proposal. A tabulation of the results shall be furnished to the Owner, Architect-Engineer and to each firm. 4. Contracts exceeding $200,000 but not exceeding $500,000 may be entered into by Contractor with the firm who is qualified and submits the lowest responsive proposal. Contractor shall advertise these projects at least once with the last advertisement appearing at least 21 calendar days prior to the established bid opening date. These proposals shall be based on approved plans and specifications. Bids shall be received and opened publicly at the location, date and time established in the bid advertisement. 5. Site utilities shall be acquired at market rates from the appropriate entity providing such utilities to the project site. Solicitation of Bids. 4.1. The Construction Manager shall prepare invitations for bids and shall solicit from the open marketplace for all procurement of long lead items, materials and services, for subcontractor contracts and for site utilities. In addition to open marketplace solicitation, the Construction Manager shall identify and specifically solicit bids from not less than three subcontractors who are known to him or have experience in projects of like nature and scope of the Work. The Design Professional shall assist the Construction Manager in the preparation of the bidding information, bidding forms and other bidding documents. The Owner shall have the right to review invitation for bids and bid packages prior to distribution to bidders.
Solicitation of Bids. The CONSULTANT shall prepare bid specifications and packages as directed by CITY and make them available for distribution to all prospective bidders. The CONSULTANT shall make copies of complete bid packages available at its office nearest to the project during normal business hours for all prospective bidders. Solicitation of Bids. .1 The Construction Manager shall enter into Contracts with the firm who submits the lowest, responsive and responsible bid. The Construction Manager shall advertise according to SBBC policies as amended from time to time for bids on Document 00101 at least three (3) times, seven (7) days apart, and with the third (3rd) advertisement prior to a pre-bid conference if applicable and at least seven (7) days prior to the bid opening. Ambiguities, conflicts or lack of clarity of language, use of illegally restrictive requirements, and any other defects in the Drawings and Specifications noted by the Contractor shall be brought to the attention of the Owner and Architect-Engineer in written form. (c) For each separate construction contract, the Contractor shall, unless waived by Owner, conduct a pre-bid conference with prospective bidders. Invited will be the Architect-Engineer and Owner representative. All meetings will be documented with minutes and attendance sign-in sheet. In the event questions are raised which require an interpretation of the bidding documents or otherwise indicate a need for clarification or correction of the invitation, the Contractor shall transmit these to the Architect-Engineer and upon receiving clarification or correction in writing shall prepare an addendum to the bidding document, and issue same to all of the prospective bidders. (d) The Contractor shall open and review all sealed bids and enter into contract with those lowest responsive bidders, previously determined to be qualified by the Contractor. The Contractor shall establish a pre-qualification procedure for applicable subcontract trades and shall provide a listing of a minimum of three contractors found to be qualified to bid for each bid package. (e) If approved by the Owner, the Construction Manager may negotiate with a potential subcontractor for performance of the work for any item listed on the estimate or GMP breakdown where it is deemed advantageous due to schedule or economic benefit.
Solicitation of Bids. Notwithstanding anything in the Joint Powers Agreement to the contrary, the following amendments and additions, consistent with changes made by the Minnesota State Legislature in 2006, shall become part of the Joint Powers Agreement. 1. All members of Service Cooperative Health Insurance Pools may solicit bids and other information from competing sources of health coverage at any time other than within the five months prior to the end of the Carrier Contract. 2. Should a member of the Health Insurance Pool solicit bids pursuant to #1 above, the Service Cooperative will not impose a fine or other penalty against the member for soliciting a bid or other information during the allowed period. Should a member leave the Service Cooperative Health Insurance Pool and obtain health insurance coverage elsewhere, the Service Cooperative may prohibit member from participating in Service Cooperative coverage for a period of up to one year. 3. The Service Cooperative shall provide each member with that entity’s monthly claims data notwithstanding the provisions of Minn. Stat. 13.203.
