Statement of Probable Construction Cost. The Design Professional shall submit to the Owner for review and approval a Design Development phase estimate of probable construction cost itemized by major categories based on the expected bid date. The Format for this estimate is to follow the content of the Project’s Outline Specification for Divisions 2 through 17.

Statement of Probable Construction Cost. With the pre-final documents, the Professional shall provide an updated Statement of Probable Construction Cost in a form acceptable to the Department. At this submission, the Statement of Probable Construction Cost must include a breakdown of the estimated construction cost computed at present prices, projected to the midpoint of construction, and a justification of the factors used for such projection. This Statement of Probable Construction Cost must address any modifications made by the Professional in the course of revising the preliminary documents. The Professional shall provide a complete budget summary showing the breakdown, including detailed line items and takeoffs. Statements of Probable Construction Cost must be coordinated and consistent with project descriptions, plans, drawings and Specifications at the time the statement is prepared. If the Statement of Probable Construction Cost furnished with the pre-final design submission is not within the Base Construction Allocation, the Department will have the following options for proceeding with the design: A. The Department may require the Professional to adjust the entire design, at no expense to the Department, to bring the preliminary cost estimate within the Base Construction Allocation. Design modifications require the Department's approval. B. The Department may require the Professional to include base bids to bring the Pre- Final Statement of Probable Construction Cost within the Base Construction Allocation. The Professional’s compensation will remain based on the Base Construction Allocation. C. The Department, at its sole discretion, may seek a revised Project Scope. If in the Department’s opinion the revised Project Scope necessitates a redesign of the Project, the Department shall compensate the Professional for the redesign in accordance with Exhibit A of the Professional Agreement. D. The Department, at its sole discretion, may seek a revised Base Construction Allocation. Until such time as the Department approves a revised Base Construction Allocation, the Professional’s compensation will remain based on the current Base Construction Allocation. If the Department approves the revised Base Construction Allocation, the Department will notify the Professional to proceed with the design and the Professional must prepare a Work Order Supplement to revise the Base Construction Allocation for purposes of the Professional’s compensation. The Professional shall provide a complete budget summary based on areas, volume, and other unit costs, escalating to midpoint of construction. Statements of Probable Construction Cost must be coordinated and consistent with Project descriptions, plans, drawings, and Specifications at the time the statement is prepared.
Statement of Probable Construction Cost. The Professional shall submit its Statement of Probable Construction Cost on the form approved by the Bureau and shall include the level of detail commensurate with the current level of design. The Department reserves the right to have the construction manager, if any, on the Project review and comment on the Professional’s Statement of Probable Construction Cost. A. If the Statement of Probable Construction Cost indicates a potential problem in securing a base bid within the Base Construction Allocation, the Professional shall notify the Department and shall coordinate with the Department to redefine the design concepts of space utilization, building efficiencies, materials of construction, and so forth, so that the estimated cost of construction does not exceed the Base Construction Allocation. C. The Statement of Probable Construction Cost must reflect construction standards and address indexes utilized, outreach to the contracting community, and any assumptions made in computing the Statement of Probable Construction Cost, including escalation to the anticipated bid opening date. D. The Professional shall submit a Statement of Probable Construction Cost with the final submission itemized to match the Department’s schedule of prices and pay items for the Project.
